Local government affects your daily life more than almost anything else — yet most people are never taught how it works.

 

This guide exists to close that gap.

You do not need to be an expert, activist, or lawyer. You only need curiosity and a willingness to learn.

How City Government Works (Plain English)

Port St. Lucie operates under a Mayor–Council–Manager system.

  • Mayor & City Council

  • Set policy

  • Pass ordinances

  • Approve budgets

  • Represent residents

 

City Manager

  • Runs day‑to‑day operations

  • Manages staff

  • Implements policy

 

This separation is intentional. It prevents the concentration of power and protects residents.

Your Rights as a Resident

You have the right to:

  • Attend and speak at public meetings

  • Access most public records

  • Petition your government

  • File ethics complaints

  • Participate without retaliation

 

Transparency is not a privilege. It is a right under Florida law.

How to Register to Vote (Local)

You can register to vote if you:

  • Are a U.S. citizen

  • Are at least 18 years old

  • Live in St. Lucie County

 

Ways to register:

  • Online through the state voter portal

  • In person at the Supervisor of Elections

  • By mail

 

Deadlines matter. Always verify before elections.

How to Find Your District

Your district determines:

  • Which council member represents you

  • Who you contact for issues

  • How representation is structured

 

You can find your district by entering your address on the Supervisor of Elections website.

How to Contact Elected Officials (Effectively)

Best practices:

  • Be polite and factual

  • Keep messages short

  • State your concern clearly

  • Ask a specific question

 

Public officials are required to represent constituents — communication matters.

Understanding Budgets & Spending

Budgets show priorities.

When reviewing a budget, look for:

  • Large increases year‑to‑year

  • New line items

  • Repeated amendments

  • Capital projects

 

You don’t need to be an accountant — patterns tell stories.

Public Records & Sunshine Law

Florida law allows residents to request:

  • Emails

  • Contracts

  • Reports

  • Communications

 

Requests do not require a reason.
 

They must be responded to within a reasonable time.

Ethics & Accountability

Ethics rules exist to protect the public.

You may file an ethics complaint if an official:

  • Abuses authority

  • Violates disclosure rules

  • Retaliates

  • Misuses position

 

Complaints should be factual, documented, and respectful.
